Runs submittal fixtures through the single-phase DEV API path using S3 source_fixture_key jobs, then scores internal result.json against mirrored submittal ground truth.
Internal - creates live DEV API jobs with the team key. Agent benches should use run_aws_bench.py; this page is the human browser surface.
